The Archive ID that was recorded should match a VaultEntryID in the VaultEntry table. Scroll over and view the VaultName that corresponds to the VaultEntryID 8.

This is the name of the Vault where the item is stored. If the VaultName is different from the actual user's vault, then the shortcut points to an item in a vault that the user has no rights to. Add that user permissions to the vault in question.
