I found this page: Where I check for and selecting win7 64, and shows I'm supposed to have a: Chicony CNF-7129 Now I note only had to follow a specific method: This is where I really had fun:/ please note that I had to uninstall it from the good old control panel (Control Panel Programs Programs and Features, and not the new Settingssystemapps & features, as that wouldn't uninstall). I have removed my old win7 update junk. Then to catch it when my Windows 10 is camera was driver free, the UAC “blocked for your protection” as it is 'Not trusted'. So I set the exe file as admin, and added compatible win7, I then had to launch the driver installer through an elevated command prompt (windows 'cmd' right click run as admin).
It finally installed the good driver. Guess what, the camera app now says 'Something went Wrong' and 'Make sure your camera is connected and not being used by another app'. Well it is connected. (If you've read this far and you have the same, I hope I might have helped you solve your problem) Hey Cortana, can't I simply have a nice generic driver which works and I can flip the input stream??? Funnily enough my Windows 10 suddenly goes crazy in the fan, a quick left CTRL + SHIFT + ESCAPE gets me Task Manager and low and behold backgroundtaskhost.exe ( Photos Background Task Host ) and Runtime Broker Process are going nuts.

Try posting a bug report. There might be a work around using ffmpeg and /dev/video0, but a better fix would be to fix the webcam driver. Perhaps there is a switch for the webcam module.

What module is being loaded for the webcam? Several webcameras are stuffed into uvc-USB video camera driver. This is a generic, catch-all driver that supports several webcams. The link I posted shows the current status of that driver and does show upsidedown video for your camera. It includes the helpful note about turning the camera upside down.
